Brampton to fine retailers $100 for abandoned shopping carts
As part of its 2026 budget, the City of Brampton approved a bylaw fining retailers $100 for each abandoned shopping cart retrieved by city staff. The measure follows concerns raised by Rowena Santos about carts being left in parks, transit areas and stormwater ponds. City crews collect 400–500 carts annually, costs previously paid by taxpayers. Council is also studying whether retailers should be required to install cart-locking or anti-theft technology to prevent carts from leaving store properties.
