For nearly 15 years, Regeneration Outreach has played an important role in serving some of Brampton’s most vulnerable residents. Their work, including food programs, basic needs support, and addiction services, has been very much appreciated. However, the current location at 156 Main Street North, within a rapidly intensifying residential and commercial downtown core, is no longer ideal for these operations.
Over the past several months, my office has heard from an increasing number of residents and businesses who are deeply concerned about public safety involving individuals connected to this site. These concerns have also been documented by Peel Police and City Security Services and include reports of criminal activity, harassment, trespassing, and disorderly conduct.
This is not a new issue, but one that has reached a tipping point. Nearby residents and business owners have expressed concern for their safety and frustration over the ongoing impact on their quality of life and ability to operate safely. The community has made their voices heard through direct communication, public meetings, and correspondence. Their requests and proposed action items are included in the attached documentation, and I want to acknowledge their efforts and commitment to finding a constructive solution.
While we continue to value and support the mission of Regeneration Outreach and Grace United Church, we must also act to protect the safety and well-being of surrounding residents, business owners, and the broader community. Public safety and accountability must go hand in hand with the delivery of social services; they must operate in balance, with accountability and transparency.
That is why I brought forward a motion, seconded by Mayor Brown and Councillor Keenan, directing the City Solicitor to issue an official letter to Regeneration Outreach, Grace United Church, and the Region of Peel. This letter outlines the serious and ongoing public health and safety concerns and calls for immediate action to address them, or face potential legal consequences.
Let me be clear: this is not about turning our backs on people in need. It’s about ensuring that services are delivered in appropriate locations, with proper oversight and coordination, so that both vulnerable individuals and the surrounding community are safe and supported.
As Brampton’s downtown undergoes revitalization and growth, we must ensure it remains a place where families, businesses, and social services can all thrive.
